Through Comparative analysis of Constitutions that are in dialectic relation with political and institutional dynamics, this article examines the strength of Presidential powers, for a long period of time, besides the causes and effects of un-governability. For this purpose, we analyze in what way the problem of the relationship between the Executive- Parliament, especially when the President has not got majority in Parliament, has conditioned the process of formation of strong Executives. This process has been encouraging to Presidents to use the extraordinary powers conferred by the Constitutions.
