This work aims to systematize the views and perceptions of elder leaders in Chile about the rights and issues that have enabled social empowerment and the factors that impede to strengthen the citizens’ rights. My interest in this article comes from the concern in the recent decades about positioning in the public agenda the active aging as relevant issue related to the State-public sphere, all this process in an aged demographic context. The elderly people in Chile are an age group with low educational capital and high probability of being exposed to social risks, such as diseases and poverty, they need specific public policy that considers its age condition and also, promotes and strengthen their social capital.
