The interparliamentary cooperation in Latin America

This paper analyzes the inter-parliamentary cooperation as an important mechanism in the process of globalization, not only because it guarantees the legal harmonization of the efforts of the National Parliaments, but because, it is a way to exchange legislative experiences leading the improvement of national legislation, and thus, the re-legitimation of the Latin American National Parliament as a political institution. In order to study this process, this article analyzes, in one hand, the parliamentary dimension of regional integration, the constitution of organizations and regional forums as instruments of cooperation. In the other hand, I analyzed the cooperation among regional Parliaments, its relationship with National Parliaments and bilateral agreements. I emphasized the support that those Regional Parliaments gives to the improvement of the legislative work of the National Parliaments.
