Abstract

This paper aims to analyze the progress in science and technology in Colombia, since 1996, when we start with the document “Colombia al filo de la oportunidad” (Colombia at the edge of Opportunity),
which try to set the path to convert Colombia into a competitive country. This document proposes the development of education, science and technology, until 2016. Similarly, presents an analysis of the training program of high-level human capital, specifically, young researchers and innovators of
Colciencias. This artice is centred to analize the progress and setbacks in this area. In conclusion, the progress in the country is evaluated in the percentage of public investment in education, institutions
of science and technology’s strengthening, the creation of public policies and programs of social appropriation of knowledge. However, backlogs occur in amount of human capital, research and innovation groups.
